Ya my friend, you are right. And the most important factor in SEO is publicity. So, when you create your website, by that time start publicity for your site, it is very important. But real benefit comes when your website is old and contain a lot of internal link of others. there are several forms of SEO, but in design is one of the more important ways (IMHO)..

keywords, meta, graphics, internal and external links is something best handled in the very beginning.. rather than going back and doing it AFTER the design is complete...
